From Gurukula to Competency Framework: What Cognitive Apprenticeship Theory Can and Cannot Offer NEP 2020's Competency-Based Reform

Abstract

India's National Education Policy (NEP) 2020 and the National Curriculum Framework for School Education 2023 commit Indian schooling to competency-based education while simultaneously invoking the guru-shishya paramparā, the traditional teacher-disciple apprenticeship model, as an indigenous precedent for experiential and holistic learning. This paper examines whether that invocation is pedagogically substantive or merely symbolic by testing the guru-shishya model against two independent bodies of evidence: cognitive apprenticeship theory, which offers a structural account of how expert-guided, situated learning actually works, and the substantial critical literature on competency-based education, which has for decades warned that atomizing learning into discrete, assessable competencies risks fragmenting the very expertise it aims to build. The paper argues that a genuine and useful correspondence exists between guru-shishya pedagogy and cognitive apprenticeship's mechanisms of modelling, scaffolding, and fading, and that this correspondence offers real implementation guidance for competency-based reform. It argues equally strongly, drawing on the historical scholarship on caste-based exclusion in classical Indian education, that this pedagogical correspondence must not be allowed to import the guru-shishya system's exclusionary social structure into a policy explicitly committed to universal, equitable schooling. The paper concludes with concrete recommendations for curriculum bodies implementing NEP 2020's competency-based mandate
